摘要
在国家不断清退代课教师、代课教师的总体数量逐年减少的大背景下,城市代课教师的数量却大体保持稳定甚至增加,出现了大量新入职的新生代代课教师。教师管理二元制的延续和教师编制的核定、教育内部要素变动、教师管理的法治化程度及社会转型期体制、价值观念冲突等因素密不可分。为了避免教师二元身份给教师队伍建设和教师职业公平带来负面影响,政府及教育行政部门应高度重视,从政策、制度、法律等方面采取措施,确保教师队伍的健康和可持续发展。
In the background that national government constantly dismissed substitute teachers and the overall number of substitute teachers also decreased gradually, the number of substitute teachers in city schools has generally remained stable or even increased, arose a great deal of the new substitute teachers. The continuation of dualistic teacher management system is closely and inseparably related to the confirmation for the preparation of teacher, the change of education' s internal element, the degree of teacher ruled by law and the conflict of system and values in the social transformation time. In order to avoid bringing the negative effects to construction of teacher team and the fair of teacher occupation by the two identity of teacher, the government and the education administration departments should take seriously from the policy, institutional, legal and other measures, to ensure the healthy and sustainable development of teacher team.
