嘉兴市农合联改革之路的实践与探索

Exploring the Reform of Rural Cooperative Joint Organization in the City of Jiaxing

嘉兴市农合联在短短几年里取得了较大的发展和成效,但还存在着"小农户与大市场"的不和谐、供销合作社的服务功能需要进一步提升、农合联的身份不明以及管理泛化等问题。必须明确农合联的身份,重新确定其目标和原则,自下而上地确定农合联的主要职能,同时进行其他的配套改革,以促进农合联的健康发展。

In recent years, Rural Cooperative Joint Organization in Jiaxing has made great development and achievements, .but there are problems, such as the disharmony between small farmer and big market, inadequate service function from Supply and Marketing Cooperatives, the unclear legal status of Rural Cooperative Joint Organization and the generalization of its management function. To promote the healthy development of rural cooperative economic organization, this paper makes suggestions as followings： clarifying RCJO identity, establishing its object and principles, defining its main function from below, and carrying out other supporting reformation at the same time.
