农村“宅基地置换住房”政策的实施与完善措施——以浙江省嘉兴市为例

On the Improvement and Implementation of the “Homestead Replacement Housing” Policy——A Case Study of Jiaxing,Zhejiang

浙江省嘉兴市作为全省统筹城乡综合配套改革试点城市,为了节约集约利用农村宅基地,从2008年4月起就启动了"宅基地置换住房"的试点工作。通过几年的努力,已经在丰富城乡一体化内涵、节约农村宅基地、增加农民财产性收入、促进宅基地复垦和加快新农村建设步伐等方面取得了一定的成绩。但在推行过程中,也遭遇了诸如农户支持力度正在降低、现行置换政策不尽完善、置换用地有待落实、政府资金压力巨大、农民权益缺乏充分保障等问题,需要在今后推广过程采取完善现行置换政策、落实土地利用规划、拓宽建设融资渠道、统一全市置换标准和采用多种节地模式等一系列措施,以确保取得预期的效果。

As the Urban and Rural Comprehensive Reform pilot of Zhejiang province, Jiaxing has already started the ＂homestead replacement housing＂ pilot projects from April 2008 for the economical and intensive utilization of rural residence. Through years of hard work, it has made some achievements such as enhancing the integration of urban and rural areas, saving the rural homestead , increasing the farmers＂ property income, promoting the homestead reclamation and speeding up the pace of new rural construction. But in the implementation process, there are still many problems such as the reduction of farmers~ support, the imperfect current replacement policy, replacement land unimplemented, government money being with huge pressure, lack of sufficient guarantee for farmers＂ rights. Therefore in order to ensure the desired outcome, it is necessary to take a series of measures such as perfecting the current replacement policy, implementing the land use planning, broadening the financing channels, unifying the construction standard and taking various land--saving modes.
