胡锦涛同志于2012年7月23日在省部级主要领导干部研讨班开班式上的重要讲话,为党的十八大胜利召开奠定了重要的政治、思想和理论基础。当前,我国正处在战略机遇期、矛盾凸显期和改革攻坚期。"7·23"讲话回应了时代发展的新要求和人民群众的新期待,科学阐述了事关党和国家全局的若干重大问题。"7·23"讲话是统一思想的宣言书,是科学发展的动员令,是治国理政的路线图,对于团结和动员全党全国各族人民满怀信心地全面建成小康社会具有十分重要的意义。

Comrade Hu Jintao gave the important speech on opening ceremony of the provincial and ministerial officials＇ seminar in Ju- ly 23, 2012. The speech laid the important political, ideological and theoretical basis on the Eighteenth Congress of the Chinese Com- munist Party being held successfully. Currently, our country is in the period of strategic opportunities, highlighted contradiction and reform. The ＂7· 23＂ speech responded to the new requirements of the social development and new expectations of the public, scien- tifically elaborated major problems about the party and overall national situation. The ＂7 · 23＂ speech is the declaration of uniting thought, the mobilization order of scientifically development, the ruadmap of governing the country and conducting financial transac- tions. It is very important to mobilize all the people confidently in building comparatively well - off society.
