China and Afghanistan: China's Interest, Stances, and Perspectives

中国在阿富汗问题上有自己独立的利益、关切及政策。中国将自己定位为积极的参与者,但又保持低调立场。中国积极参与阿富汗经济重建,提供财政支持和各种援助。中国支持国际社会对阿富汗的帮助,但又避免直接军事卷入阿富汗。中国谨慎地对待塔利班问题,避免与其直接发生冲突。中国希望"喀布尔进程"能够顺利进行,以使阿富汗政府发挥更大的自主性、承担更多的责任,并且支持阿富汗实现民族和解。新疆的安全稳定是中国阿富汗政策的出发点,中国将阿富汗看做是构建新疆地区安全的不可分割的一部分。与此同时,中国也在为各种预想不到的情况做准备。

Regarding Afghanistan issues, China has its own independent interests, concerns and policies. China has positioned itself as an active participant while keeping a low profile. China has actively participated in the reconstruction of Afghanistan economy, providing financial support and various assistances. On the one hand, China supports the international community’s help for Afghanistan but on the other it avoids direct military involvement in Afghanistan. China cautiously deals with the Taliban problem, refraining from direct conflicts. China hopes that the 'Kabul process' can go on smoothly, so that the Afghan government could perform greater autonomy, take more responsibilities, and support to achieve national reconciliation in Afghanistan. Security and stability in Xinjiang is the starting point for China’s policies in Afghanistan. China considers Afghanistan as an integral part of building regional security in Xinjiang. Meanwhile, China is also making preparations for various unexpected circumstances.
