摘要
在美国与巴基斯坦的反恐合作中,美国对巴援助和巴为支持美国反恐所付代价是互为关联的两大因素,也是受到激烈争议的问题。美国为赢得巴基斯坦对"反恐战争"的支持,不断向巴基斯坦提供大量经济和军事援助,对巴基斯坦的处境及巴政府的举措产生了重大影响,但大部分援助受制于美巴之间的复杂关系。与此同时,巴基斯坦为支持美国反恐不断付出沉重代价,巴成为恐怖主义威胁的主要受害者。分析美巴围绕援助与代价的利益矛盾,为判断美巴反恐合作的走向提供了一个重要侧面。
In US-Pak cooperation against terrorism,the aid that the US has provided and the politico-economic and security cost Pakistan has paid are two major interrelated factors and highly controversial issues.To secure its support for the 'war on terror',the US has constantly offered Pakistan economic and military aid,which has a significant impact on the situation and Islamabad's policy-making.Meanwhile,Pakistan continuously pays a heavy price for supporting the US anti-terror operation and becomes the main victim of the terrorist scourge.Analyzing the interest conflict over aid and cost helps assess the trend of US-Pakistan partnership.
