基于利益相关者理论的县域经济旅游扶贫研究——以鄱阳县为例

County Poverty Elimination by Tourism by Stakeholders Theory——A Case Study of Poyang County

旅游扶贫是实现脱贫致富的途径之一。基于利益相关者理论,要实现旅游扶贫目标,不能单纯考虑提高贫困人口的经济收入,而应考虑所有相关者的利益平衡。研究表明,鄱阳县旅游扶贫的确定型利益相关者有政府、企业、旅游者、当地居民,他们的利益诉求各有侧重,诉求实现方式也各不相同。为此,旅游扶贫的核心是责权利分配,厘清不同主体的责权利分配关系,保障贫困人口的利益,有助于旅游扶贫目标的实现。利益分配应当遵循责权对等、公平分配、形式多样原则,在各方利益均衡协调的前提下,着重增加贫困人口收入。且要建立全方位监督约束机制,使鄱阳县旅游扶贫实现可持续发展。

According to the stakeholders theory,it is far from enough to only improve the income of the poor in order to eliminate poverty.Instead,the interest of all stakeholders should be considered.The government,enterprise,tourists and residents are main stakeholders of Poyang County＇s program of poverty elimination by tourism.The core of poverty elimination by tourism is the distribution of responsibilities,power and profits.To clarify the relationships among stakeholders,safeguard the benefits of the poor,help to achieve the goals of poverty elimination,it is important to obey the principles of equivalence,fairness,and variety under the premise of all stakeholders developing coordinately while focusing on improving the income of the poor.What is more,a comprehensive system of supervision is to be established to guarantee sustainable development of tourism in Poyang County.
