中石油苏丹项目应对南方公投安全风险的应急预案与实践

我国企业的海外项目在不断取得经济效益的同时,企业和员工面临的社会安全风险也在逐步升级,社会安全问题日益严峻。中石油苏丹项目处在一个高风险的作业环境,苏丹南北之间关系长期紧张,2011年的公投举行为双方原本紧张的关系又增加了诸多不确定因素,也给中石油苏丹项目带来很大的社会风险。以中石油集团公司应对"苏丹公投"事件为例,主要介绍中石油集团为防范可能发生的各种社会安全风险,保障员工人身安全,企业要做好提前准备,全面部署,组织在苏所有单位建立健全应急预案,落实应急资源,广泛开展演练,以平稳应对南苏丹公投和过渡期的应急预案与应急实践,探讨了海外项目应对社会安全风险的具体措施。
