Constructing a Crisis-handling Public Policy System in the Risk Society

现代社会是一个充满风险的社会。风险社会中的现代危机具有与传统危机不同的特点,而我国的公共政策面对现代危机却存在诸多问题,必须构建包括预警政策、应对政策、恢复政策、保障政策在内的公共政策系统,才能有效抵御各种现代危机带来的风险。

Modern society is one full of risks of different kinds.The crises in it are different from those in a traditional society.In respect to the problems in handling modern crises,we must formulate an effective crisis-handling public policy system that is composed of the warning policy,the handling policy,the recovering policy and the protecting policy.Only by doing so can we handle modern crises of various sorts effectively.
