对首都社会养老保险一体化建设的思考——以昌平区社会养老保障格局的演变为例

Reflection on Integrated Construction of Social Endowment Insurance in Beijing——the Example of Evolution of the Social Endowment Insurance Pattern in Changping District

十八大报告提出要"全面建成覆盖城乡居民""保基本、多层次、可持续""增强公平性、适应流动化"的社会保障体系。任务宏伟而艰巨。北京市基本完成了城乡一体化的制度建设,取得了显著的成就。昌平区在产业结构调整,城市化加速的情况下,社会保障体系在逐步完善。但养老保险在一体化的过程中也有些不同参保群体因制度差异而出现的不平衡和矛盾,需要在贯彻十八大精神中,不断探索逐步解决。

Report at 18th Party Congress proposes that a ＂basic multi-level and sustainable＂ social security system that covers inhabitants both in urban and rural areas is to be built,which should enhance equity and adapt to fluidity.That is a grand and arduous task.Beijing has basically finishes system construction of urban-rural integration,and has made outstanding achievements.Social security system in Changping district is gradually perfected under the circumstances of industrial structural adjustment and urbanization acceleration.However,inequalities and contradictions have occurred due to different insured groups and systems during the integration process,which need continuous exploration and gradual resolution under guidance of 18th Party Congress spirit.
