中国政府林业投资和森林资源发展的研究

Study on the Government Investment in Forestry and the Forest Source Development

本研究通过中国政府林业投资规模和投资结构变化的分析,结合我国森林资源的变化情况以说明政府投资对森林资源发展的重要作用。以1984～2010年相关统计数据为依据,对政府林业投资规模、结构和森林资源变化展开研究。结果表明:政府林业投资规模的增加和投资结构的转变促进了森林资源的发展;政府林业投资结构严重偏颇;政府营林投资形式以工程为主,有一定的阶段性;森林资源面积增长与质量不协调。建议政府继续加大对林业的投资力度,调整林业投资结构,转变管理模式、加大科技投入,实现森林资源数量和质量同步发展。

This study ment of forest resource aims at explaining the role of Chinese government＇s investment for the develop- by analyzing the changes of Chinese government＇s forestry investment dimensions and investment structure, combined with the present situation of Chinese forest source. According to the statistical data from 1984 to 2010, we can get the results as below ： it is the increasing of Chinese government＇s forestry investment scale and transition of the investment structure that promote the devel- opment of forest resource; Government＇s forestry investment structure is seriously unbalanced; Gov- ernment＇s forestry investment is mainly through engineering which is discontinuous ; The growth of for- est resource area doesn＇t coordinate with its quality. So the government should continue to increase the investment of forestry, adjust the structure of forestry and increase investment in science and technology to resource. investment, transform the mode of management, coordinate the quantity and quality of the forest resouree.
