在新的战略机遇期,辽宁省开展中朝跨境经济合作走向统筹安排和共同开发。在现实层面上辽宁省开展对朝经贸合作既存在着诸如贸易发展潜力不足、国家限制性政策较多等问题,同时也受朝鲜半岛国际政治环境及中朝各自战略考量等各种有利因素、不利因素及变量因素的影响。因此,辽宁省在加快推进中朝跨境经济合作项目对接方案上,应做好合作模式定位分析,并坚持制定共同开发战略、完善边贸政策等五个发展方向。

Sino - DPRK cross - border economic cooperation of Liaoning Province faces a situation of overall arrangements and joint development in the new period of strategic opportunity. Presently, there are problems of in- sufficient trade potential and too many restrictive policies. On the other hand, the international political environ- ment and the strategic consideration of the two countries affect the cooperation. Accordingly, Liaoning Province should choose proper cooperation model, formulating joint development strategy together and perfect border trade policies.
