摘要
【目的】深入剖析四川"三州"(阿坝州、甘孜州、凉山州)农村人力资源现状及其开发制约因素,为促进四川"三州"民族地区农村经济的发展提供参考。【方法】通过对四川"三州"农村人力资源数量、文化程度和从业构成进行调查和分析,找出制约"三州"农村人力资源开发因素,并提出相关的对策建议。【结果】四川"三州"农村人力资源具有数量大、文化素质偏低、从业结构不合理的特点,在农村人力资源开发上存在教育认识不足、师资力量薄弱、教育资源不平衡等问题。【建议】应改变农村教育观念、加强农村师资队伍建设、深化农村"三教统筹"、构建农村人力资源开发体系,从而提高农村人力资源素质和技能,以促进农村经济发展,推进社会主义新农村建设。
[Objective]This research intensely analyzed the present situations of rural human resources in Sichuan "Three Prefectures" (Aba Prefecture, Ganzi Prefecture, Liangshan Prefecture)and the corresponding developmental re- striction factors in order to provide references for promoting the rural economic development in Sichuan "Three Prefec- tures". [Method]Based on the investigation and analysis of rural human resources quantity, education quality, and busi- ness structures in Sichuan "Three Prefectures", the developmental restrictions of rural human resources were figured out and the corresponding improvement suggestions were proposed. [Result]In Sichuan "Three Prefectures", excessive number of rural human resources, low education quality, and unreasonable industry structures led to insufficient understanding in the importance of education, weak teacher resource quality, and unbalanced education resource in the development of rural human resources. [Suggestion|In order to improve the quality of rural human resources and technical skills, pro- mote the acceleration of rural economy, and to carry forward the construction of a new socialist countryside, the govern- ment should change the rural education idea, strengthen the construction of rural teacher resources, deepen the view of "balanced development of three educations" in rural areas, and construct the development system of rural human re- sourees.
