摘要
日本窃取钓鱼岛的图谋由来已久,因"二战"战败而未得逞。中日之间的钓鱼岛主权争端始于1970年前后,主要是因为美日在"归还"琉球的谈判过程中私相授受,擅自宣布将钓鱼岛划入"归还领土"之列,引起中国政府的强烈不满,并提出了强烈的抗议。而美国政府则以所谓"主权"与"治权"分离的立场巧妙地成为"第三方",并依据自身利益的需要,对中日两国进行牵制和平衡。
The sovereignty dispute over Diaoyu islands between China and Japan originated around 1970＇ s, mainly due to the baekroom deals between United States and Japan in the negotiation process of the retur- ning Ryukyu and the unauthorized declaration that Diaoyu islands belonging to this ＂returned land＂, cau- sing China＇ s strongly exasperated and filing strong protest. United States, however, became a third party cing China and Japan according to the needs of self - interest.
