台湾当局在钓鱼岛问题上的立场演变——以台当局“外交部”历年来的涉钓文献为视角

The Evolution of Taiwan Authorities' Position on Diaoyu Islands Issue ——From the Angle of Documents of Taiwan Authorities Related to the Issue

台湾当局相关机构汇编的历年来"涉钓声明一览表",为我们分析自20世纪70年代初期以来其在钓鱼岛问题上的立场演变提供了难得的原始文本。通过对这些文本进行分析与研究,并结合相关历史背景与事实,我们发现:从两蒋时期到李登辉和陈水扁时期,台湾当局在钓鱼岛主权问题上的立场发生了一个由强到弱的软化过程,马英九上任后又转趋强硬,但有一定的局限性。本文认为,岛内的政局变迁是决定其在钓鱼岛问题上立场演变的决定性因素,两岸关系和国际局势则是最重要的外部因素。

The documents of Taiwan authorities＇ ministry of foreign affairs related to Diaoyu island issue from the early 1970s on are valuable original texts to help us explore the evolution of Taiwan authorities＇ position on the issue from then on. Our studies on these documents, combined with related historical backgrounds and facts, found that Taiwan authorities＇ position on Diaoyu Island Issue had experienced a process of softening from Chiang Kai -shek and Chiang Ching -kuo to Lee Teng -hui and Chen Shui -bian times, and hardening since Ma Ying -jeou came into power in 2008, though with some limitations. The political situation and its transition inside Taiwan are the primary determining factor resulting in the evolution of Taiwan authorities＇ position on the issue, and the cross- strait relations and international situation are the most important external elements.
