During the economic and social transformation,the increasingly awakening villagers＇democratic consciousness,the rule of law concept,right thinking,concept of equality,all enhance with the market development,which makes the villagers participate rural social political affairs with unprecedented enthusiasm concern,the existing rural grass-roots governance mode and the rural democratic political system faced the burden of the adjustment and changes.As a human political civilization product,constitutional government represents a political modernization development path.Constitutional governance of the grass-roots self-governance represents a direction.Grassroots governance innovation and change is characterized by the constitutional connotation and constitutional characteristics.Grassroots governance reform not only need adjustment and combination for rural grassroots social economic and political resources,also need the autonomous system innovation under the dominant of constitutional concept.
