摘要
当前,食品安全问题正日益引起世界各个国家的广泛关注,各国大多将食品安全视为国家公共利益安全,纷纷加大了监管力度。总的来说,发达国家在该领域的研究和实践普遍较发展中国家更为深入,积累了丰富的经验,他们在法律规范、技术标准、机构设置、全程监管、惩戒手段等方面进行了一些有益的实践,对完善我国的食品安全监管具有很好的启示作用,我国应树立科学的监管理念,健全完备的法律体系,严格市场准入制度,健全食品安全回溯体系,建立严格的惩戒机制。
Most countries in the world regard food safety as safety of national public interest and try their best to strengthen supervision over it. In general, developed countries have accumulated rich experience in this area and their practice in laws and regulations, technical standards, whole-process supervision, and punishment is helpful for China to improve its own supervision in food safety. In the author's opinion, China should implement scientific supervision, perfect its legal system, have a strict standard in market entry and set up punishment mechanism.
