To begin a discussion on public hospital reform, the administration departments should understand clearly the position, the goal and the meaning of public hospital. In actual world, we need public hospital for three purposes: first, to make sure homeland security; second, to strengthen national competitiveness; third,to guarantee the rights of the public.
