Choice of Reform for Russia in the 21st Century

作为一个后发现代化国家,俄罗斯面临着道路选择问题。俄罗斯改革正处在亦步亦趋地遵循西方国家的自由市场经济还是另辟蹊径的十字路口。研究表明,中国、巴西、印度、新加坡等非西方国家成功的改革方案更适合俄罗斯国情,这些方案的要点包括:明确的改革动机、长远的目标规划、能够履行管理职能的政府以及社会的积极参与。

As a late-modern state, Russia is confronted with a choice of road. Russian reform is at the crossroad of either following market economy of western countries or choosing a new road. Stud- ies show that those successful reform plans of non-western countries such as China, Brazil, India and Singapore are suitable to Russia＇s situation and these plans include mainly： a clear reform mo- tive, long-term objective plan, a government which can carry out its administrative duty and the ac- tive social participation.
