在全球气候变化的背景下,低碳经济的发展成为世界性的课题,黑龙江省作为我国传统的老工业基地和能源供应基地,发展低碳经济也成为必然选择。从近年来该省3E系统协调性的变化看,黑龙江省的3E综合系统协调性并没有随着经济的快速发展而有所提高,而是呈现出总体上逐渐下降的变化规律。在这种情况下,该地区急需采取全新的低碳发展方式,采取综合措施实现能耗的降低和资源的有效利用。

Against the background of global warming, the development of low-carbon economy be- comes the universal topic. As the traditional industrial base and energy source supply base of our country, it becomes the necessary choice of Heilongjiang to develop low-carbon economy. From the change of 3E Coordination Degree of recent years, it does not increase along with the rapid develop- ment of the economy, but a general declination. Against this background, this region should adopt a brand new low-carbon development path, decrease the consumption of energy with a synthetic measure and utilize energy source.
