加强社会管理基础性制度建设——基于民生政治的视角

Strengthening the Construction of Fundamental Social Management Systems from the Height of People's Livelihood Politics Wuhan University

加强和创新社会管理,必须从根本上加强社会管理的基础性制度建设,就是要加强社会管理主体对社会事业、社会事务、社会秩序和社会福利等社会公共生活领域管理过程中的根本的、基本的和主要的制度体系的改革与创新。根据中国特色民生政治建设的需要以及中国共产党科学执政、民主执政、依法执政和公平执政的要求,加强中国特色社会管理基础性制度建设的四项任务,就是要加强科学管理制度建设,其重点是加快一体多元的社会管理体制格局建设;加强民主管理制度建设,其重点是健全社会主义协商民主制度;加强依法管理制度建设,其重点是健全和完善党和政府主导的依法维稳与依法维权相协调的制度机制,以及加强公平管理制度建设,其重点是推进中国特色的民生国家建设。

Strengthening and innovating social management must radically construct fundamental system of social management. That is, fundamental, basic and primary system should be reformed and innovated while social subject manage social undertakings, affairs, order andwelfare. According to the needs of the construction of people＇ s livelihood politics with Chi- nese characteristics and the demand of the CPC＇ s scientific governance, democratic govern- ance, governance according to law and fair governance, four missions of constructing fundamental social management system with Chinese characteristics are as follows. Firstly, constructing scientific management system while the focus is on accelerating social management system structure with pluralistic integration. Secondly, strengthening democratic management system while the emphasis is on improving the system of socialist deliberative democracy. Thirdly, constructing management system according to law while the focus is on developing system and mechanism in accordance with defending stability and safeguarding rights guided by the party and government. Lastly, developing fair management system while the concern is on advancing the country of people＇ s livelihood with Chinese characteristics.
