国际贸易、环境规制与中国的技术创新

International Trade,Environmental Regulation and Technological Innovation in China

本文利用中国省级面板数据实证分析影响中国技术创新的主要因素,结果表明,通过国际贸易和环境规制产生的技术溢出对中国的技术创新有显著作用,其中由于中国吸收能力较差使国际贸易的技术溢出效应为负,而环境规制对创新有促进作用。进一步利用门槛面板回归模型,以环境规制作为门槛变量,考察在它们的不同区间内,国际贸易的技术溢出效应差异,且通过不同指标衡量环境规制变量进行稳健性检验。分析结果表明:在以不同指标衡量环境规制的各模型中,环境规制始终有利于进口贸易发挥技术溢出效应,但随着环境规制的加强,当环境规制达到某一临界值时,不同环境规制衡量指标对进口贸易的技术溢出效应作用有所差别。

This paper uses the provincial panel data to make an empirical analysis of the main factors influencing China＇ s technological innovation, and the results show that, the technological spillover caused by international trade and environmental regulation has a significant role to China＇s technological innovation. Technological spillover effect of Chinag international trade＇ is negative due to its poor ability to absorb it, and environmental regulation can promote innovation. The article also makes further use of the threshold panel regression model to examine the difference of technological spillover effect of international trade in their different intervals with environmental regulation as threshold variables, and makes the robust test by measuring environmental regulation var/ables with different index. The results show that： in different models measuring environmental regulation with different index, environmental regulation is always beneficial to technological spillover effect of importing trade, but with the strengthening of environmental regulation, when environmental regulation reaches a critical value, different environmental regulation measures have different functions on technological spillover effect of importing trade.
