On the National Innovation Road and the New Process of the Higher Engineering Education Reform

本文对近年来我国工程教育的发展进行了较全面的梳理。首先从数量上总结了我国高等工程教育体系以及国家工程师制度的现状,描述了我国作为工程教育大国,逐渐发展起层次、类型多样化的工程教育结构和管理体系。并以此为背景,从发展缘由、目标和主要内容、关键要素等方面重点分析了近年来实施"卓越工程师培养计划"和加入《华盛顿协议》两项重大举措对我国工程教育改革进程的影响。最后总结了高等工程教育改革对教育制度创新的重要意义以及当前工程教育中存在的问题与不足,提出了未来工程教育发展的建议。

This paper makes a comprehensive analysis of the development of engineering education in China in recent years. It starts with the quantitative analysis of the development of the higher engineering education system and national engineer system. China is the largest engineering education country in the world and has gradually developed an engineering education structure with multi-level and diversi- ty types. With this context, the paper then analyzes the influences of Outstanding Engineer Training Program and the application to Washington Agreement to China＇s engineering education reform process, focusing on the background, goals, content and key elements of these two major initiatives. It concludes with the significance of higher engineering education reform to the education system inno vation and the problems and shortcomings of engineering education. It proposes recommendations for future development of engineering education.
