大学规划方法论

On the Methodology of University Planning

在新的历史时期,对大学的未来进行科学而合理的规划是高校健康可持续发展的迫切需要,编制一部好的发展规划对大学发展有着重要而深远的意义。本文从方法论的角度,分别从什么是规划、为何做规划和如何做规划三方面对编制大学规划进行了论述。关于规划的内涵,本文提出了规划是"两点一线"的论点。在正确认识规划内涵的基础上才能编制出合理可行的规划;而规划的推进实施的关键则是规划与资源配置相结合,根据发展目标配置资源。

In the new era, it is a crying need to make a scientific and rational future planning for the healthy and sustainable development of universities, which has important and far-reaching significance. From the methodological point of view, this paper states the compiling of university planning from the fol- lowing three aspects of what planning is, why the planning is done and how the planning would be carried out. In terms of the connotation of the planning, it proposes ＂Two Point and One Line＂ idea. A reasonable and practicable plan can only be compiled on the basis of a correct understanding of the planning connotation. The key to promoting the implementation of the planning is to combine plan- ning and resource allocation, and the allocation should be made according to the development goals.
