Cooperative Plan of Open Access Network: Integration of OA Infrastructure in Germany

对德国OA(Open access开放存取)总体基础设施的产生、发展及实施进行了全面的介绍。该合作计划以OAI-PMH作为收割机制,OA网络提供一种开放并可扩展的基础设施,从而形成了多方面的增值服务的技术保障。它不仅为终端用户提供一种个性化的平台,同时又是其他服务提供者(如DRIVER)传输数据的聚合节点。此外,OA网络为增值服务软件的实施提供了一个实验平台。目前,OA网络合作计划有力地推动了分布式高级机构仓储(IR)的全面综合服务及增值服务的实施。

The paper provides a comprehensive introduction to the beginning, construction, and development of OA infrastructure in Germany. Adopting OAI-PMH as harvesting mechanism, OA network offers open and scalable basic infra- structure, and technically guarantees a wide range of value-added services. It not only provides a personalized platform for end users but also serves as aggregation node of transmission data for other service providers （such as DRIVER）. In addi- tion, OA network constitutes an experimental platform for the implementation of value-added services software. Currently, the cooperative plan of OA network is actively promoting the comprehensive and value-added services of distributive and advanced institutional repository （IR）.
