摘要
随着电子政务在公共部门的广泛应用,电子政务绩效评估也成为了学术界的研究热点。本研究从公开发表的37份电子政务绩效评估方案中整合提取出了274个电子政务绩效评价要素指标,并将这些指标纳入四大指标体系中:制度建设、基础设施与硬件支持、内部优化流程、外部绩效与产出。运用内容分析法发现,在电子政务绩效评估过程中几大重要要素指标为:通过网站与公民/企业进行互动、信息安全程度、公众监督、原有信息技术水平、和网络性能。对各评估方案所提出的要素指标权重进行相关分析发现:大部分评估方案的相关性较低,差异较大。这意味着部门在进行电子政务绩效评估时应持慎重态度,多方咨询、合理选择适合自己部门的、尽量客观且操作简便的评估方案。
With the wide use of electronic government (e--government) in public sectors, the performance evaluation becomes a hot topic of academia. After searching all available performance evaluation systems published in Chinese peer-- reviewed journals, this research gets 274 indicators and categorize them into four groups: institutional infrastructure, infrastructure and hardware, internal optimization, and external performance and outcom, By adopting content analysis, this research finds out several most important indicators. But scholars do not reach consensus on the importance of these groups of indicators. This shows the inexchangability among various valuation systems. It implies that when an organization plans to evaluate its performance on E--government, it would, with multiple consultations, choose an evaluation system itself best.
