摘要
中层领导者在政府机关的人员结构体系中处于承上启下的位置,是部门的中坚力量。以上海市处级公务员为例可以发现,大城市政府机关中层领导者落实能力状况良好,但也存在有指令无落实、机械教条虚落实、低效无效半落实、追逐利益乱落实等问题。影响中层领导者落实能力的既有外部因素也有内部因素。需要从构建体制、强化理念、塑造团队等方面系统思考促进大城市政府机关中层领导者落实能力提高的路径。
Middle--level government leaders are in the nexus of the position and are the backbone of the department in the per sonnel structure of government agencies. Based on investigation of division--level civil servants in Shanghai, we found that implementation capacity of mid-- level leaders of the metropolitan government agencies are in good condition, however, there are still some problems existed. Then we analyzed the status and the factors of implementation capaci- ty of middle--level leaders, and the way to improve the capacity of middle--level leaders.
