地区腐败治理与政府支出规模——基于省级面板数据的空间计量分析

Regional Corrupt Governance and the Scale of Government Expenditure:Based on Provincial Panel Data and Spatial Econometric Analysis

已有关于腐败治理与政府支出的研究大多关注腐败治理与政府支出规模及结构之间的关系,并未考虑地区腐败治理可能存在空间效应。文章运用非主流的西方财政支出理论阐明腐败治理对政府支出的影响机制,然后基于省级面板数据进行空间计量分析。实证结果表明,地区腐败治理不仅可以影响本地政府的某些支出项目,还能够对相邻地区的政府支出水平产生影响。文章认为中央政府有必要对地方官员腐败进行统筹治理,从而在全国范围内改善政府支出水平。

Most existing research is about the relationship between corrupt governance and the size and structure of government expenditure, and does not consider the spatial effect on regional corrupt governance. Firstly, this paper uses non - mainstream Western theories to clarify the effect of corrupt governance on government expenditure, and then carries out spatial econometric analysis based on provincial panel data. The results show that regional corrupt governance can affect not only the expenditure of local government, but also impact the govern- ment expenditure of adjacent areas. It is therefore suggested that the central government co -ordinate governance of the corruption of local officials to improve government expenditure across the country.
