我国房地产调控初见成效,但近来房价回暖,供给不足,调控遇到了不少难题。完善房地产调控,需要在城市化视野下,将首要目标转移到保障农民工住有所居上来。借鉴发达国家调控房地产的经验,应加大力度落实中低收入者的住房保障制度,实行差异化的房产产权分类,完善统一的土地权利登记,适时调整房地产交易环节的税收,实施以利率杠杆为主要调控工具的房地产金融政策。

Improvement of real estate market, need to transfer the first goal form the protection of the migrant workers to live in. Lessons from the British experience in real estate regulation, we should increase strength to low-income housing security system, implement the difference of real estate property classification, perfecting the unified registration of land rights, timely adjustment of the real estate transactions tax, to implement the interest rate lever as the main tool to adjust the real estate financial policy.
