摘要
针对传统的DEA模型没有考虑要素"松弛"和无法合理解决非期望产出存在条件下的效率评价问题,运用DEA-SBM方法建立了工业企业绿色创新效率测度新模型,分析比较了中国三十个省级区域及八大经济区规模以上工业企业的绿色创新效率,并将其与传统的DEA-CCR模型得到的不考虑工业企业技术创新所产生的能源效益和环境效益,只考虑经济效益的传统创新效率进行对比。实证结果表明:DEA-SBM模型的创新效率测度结果更符合实际;30个省级区域及八大经济区的规模以上工业企业绿色创新效率差异显著;绿色创新效率高的地区都是经济相对发达的沿海地区,而经济相对落后的大西北、黄河中游地区,绿色创新效率都较低。
Because the traditional DEA model without considering the input "Relaxation" and could not reasonably solve the undesira- ble output, this paper used DEA-SBM method to establish new measure model for industrial enterprise green innovation efficiency, an- alyzed and compared the green innovation efficiency of scale industrial enterprises in thirty provinces and the eight economic zones. The empirical results showed that: the innovation efficiency measurement results based on DEA-SBM model are more actual; there are great differences of green innovation efficiency in thirty provincial regions and the eight economic zones; the relatively developed economy coastal areas'green innovation efficiency are higher; and the relatively backward economy areas such as the Northwest, the middle rea- ches of the Yellow River, their green innovation efficiency are minimum.
