摘要
综观整个世界,相当多的国家和地区都曾发生过重大突发事件,而将应对重大突发事件的活动建立在科技参与的基础上,并取得理想效果,必须对基于有效性的科技参与应对重大突发事件的特征及其所包含的基础理论等问题进行深入的分析和界定,以应用于实践。科技参与应对重大突发事件,必须对科技表现形式、科技参与的认定依据、科技参与应对的前置条件等问题进行界定;科技参与必须贯穿于应对重大突发事件的所有环节。其支撑要素不仅包括科技人员、科研机构、科技管理机构、科技规范,更应包括高水平的科技应对技术和科技应对产品及其有效应用力。
Around the world, most of countries and regions have suffered serious incidents. While attempting to introduce scientific and technological power to handle these emergencies and intending to get expected efforts, we must take in-depth analysis on and define the basic theories involving effective participation of science and technology in critical incidents. In the participation, scientific expression, defining basis of technological participation, precondition of technical solution should be limited; such participation must function in all links of emergency. The supporting factors cover technicians, scientific research institute, corresponding management unit, scientific standards, as well as higher countermeasures of scientific and technological prod- ucts and their effective functions.
