Based on the medical industry reform, management system, operational mechanism, compensation mechanism and supervision mechanism of public hospitals are facing reform, thus the problem of how to a- dapt to the new situation of survival and development has been placed in front of the public hospitals. As an important system of solving the problem of social security for peasants in China, the new rural cooperative medical system has experienced a hard reform and exploration process,and its success lies in the innovation and breakthrough of the institutional mode and contents of the system. Public hospitals bear significantly on peasants medical service responsibility and obligation, and should help them solve the problem of ＂difficult and expensive to see a doctor ＂ ,which becomes one of the important strategies of public hospitals to compre hensively enhance core competitiveness and realize the sustainable development.
