中国社会医疗保险制度整合的研究综述

Review on the Studies of China's Social Medical Insurance Integration

由于制度设计不足和部门利益博弈等原因,中国的社会医疗保险制度正面临日益棘手的多元分割问题,带来公平性缺失和转移接续困难等一系列问题。文章剖析了现阶段在中国开展社会医疗保险制度整合的必要性,从整合的内涵与外延、方案与标准、资金筹集三个方面着手对社会医疗保险制度整合方面的学术研究进行了系统评述,通过总结境内外经验梳理了社会医疗保险制度整合的实践进展,并指出未来研究中应关注的问题。

As the system design deficiencies and department interest conflicts, China＇ s social medical insurance system is facing an increasingly problem of multi-division. This problem led to the lack of fairness and difficulties in transferring. This paper analyzes necessity of integration for current China＇ s social medical insurance system, and reviews on social medical in- surance integration systematically from the perspective of connotation and denotation, program and standard, financial channel This paper also summarizes the social medical insurance integration practice of progress based on the inside and outside expe- riences, and points out some future directions.
