摘要
七里峪金矿资产重组案的经验和教训,暴露了地勘单位管理体制的弊端,反映了加强地勘单位改革发展制度供给的必要性和紧迫性。各级国土资源部门和相关管理者要敢于破除陈规、允许先行先试,把顶层设计与末端治理结合起来,把自上而下与自下而上的工作方法结合起来,使地质找矿中的各要素实现最佳配置,推进地勘单位改革发展的措施更加有效、更加协调一致。
This paper points out that the case of Qiliyu Gold Mine reveals some disadvantages of the management system of geological prospecting units, reflects the necessity and urgency for strengthening the institutional supply with regard to the reform and development. It suggests that all levels of land resources departments and the relevant managers must dare to break away from convention, allow to conduct unprecedented experiments, integrate top-level design with end treatment, combine the top-down work method with bottom-up method. Only in this way can we make all elements in the process of geological prospecting achieve the best configuration. And the measures for oromotin~ the reform and development would be more effective and more cnordinated
