摘要
干部选拔路径是干部制度的重要内容,是干部队伍建设的关键环节。中共十一届三中全会以来,为适应改革开放和社会主义现代化建设的客观需要,我国干部制度也进行了多方面的改革,干部选拔路径已经发生并将继续发生着深刻的变化。从30多年干部制度改革的历史进程和具体实践来看,我国干部选拔路径的演变大体上经历了以下三大阶段:中共十一届三中全会至十三大:单一干部选拔路径——组织选拔;中共十三大至十六大:以组织选拔为主,探索多元干部选拔路径;中共十六大以来:公开选拔逐渐成为干部选拔制度化的重要路径。
The pattern of cadre selection is an important component of the cadre system and a key aspect of the construction of cadre groups.After the third plenary session of the 11th CPC congress,to adapt to the needs of China’s reform and opening-up and the socialist modernization drive,China has reformed many aspects of its cadre system,and the pattern of cadre selection has already undergone and will continue to undergo profound changes.In terms of the historical process and specific practices in the reform of the cadre system over past 30 years,the evolutions of cadre selection pattern in China can be mainly divided into three phrases: First,from the third plenary session of the 11th CPC congress to the 13th CPC National Congress: the single pattern of cadre selection — the cadres being selected by the party organization;second,from the 13th CPC National Congress to the 16th CPC National Congress: diverse patterns of cadre selection are explored while selecting cadre by the party organization remains as the main pattern;third,since the 16th CPC National Congress,open selection has gradually become an important pattern in the cadre selection.
