中国在2008年以后逐步增加了对美国和欧洲的直接投资,但目前对美、欧的投资比重仍然较低。中国对外直接投资在两地区涉及的行业增加,反映了中国国内正在进行并不断强化的结构调整过程。中国对外直接投资企业的所有权分布很分散,并不全归政府所有。对于中国的投资,美欧政策制定者最初的反应是迟疑和犹豫,目前是更加积极地促进来自中国的资本流入,但仍然担心可能会产生关乎国家安全和经济风险方面的问题。要保持目前的投资开放态势,需要欧洲、美国、中国三方的共同努力。
China's ODI in the US and Europe has gradually picked up and registered rapid growth since 2008, although the proportion of such investment remains low. The new trend reflects the deepening of China's domestic restructuring. The ownership structure of Chinese enterprises engaged in ODI activities is quite scattered and is not all State-owned. At first, the US and European policymakers reacted slowly and hesitantly towards Chinese investment. Now they are more active in promoting capital inflows from China, although they remain worried about the impact of such capital inflows on their national and economic security. It requires joint efforts from Europe, the US and China to maintain the current investment opening up of those economies towards Chinese investors.
