政府主导公立医院公益性与效益性制衡的思考

公立医院是政府举办的纳入财政预算管理的医院,然而公立医院得到政府资金投入比重偏低导致其在运行机制上过于追求效益性从而偏向创收,造成公立医院效益性张扬,较难体现其公益性本质。公立医院逐渐回归公益性质是医改的重难点。在公立医院的公益性回归中,政府明确责任主导公立医院的公益性与效益性制衡至关重要。

Public hospital is the hospital hosted in fiscal budget management holding by government, but that the public hospital with low proportion of government funding is leading its operating mechanism to pursue profit and thus tend to income generation, which is caused the public hospitals effective flush, and it is more difficult to reflect its public welfare nature. Public hospital of returning to the public nature gradually is key and difficult point of medical reform. In the welfare regression of public hospitals, it is very important for the government to dominate the balance of public welfare and benefit of public hospital clearly.
