Agglomeration Region and Local Economic Development of China:——Based on the "Five-Year" Plan of Local Governments

集聚区是在市场机制和政府经济发展战略、规划、政策的共同作用下,各种资源要素和经济活动为追求集聚经济效应,跨区域(含城乡间)转移集中而形成的经济区域。地方"十二五"规划反映了地方政府借助集聚区加快发展的强烈愿望。市场机制、地方政府集聚区发展战略和配套政策循环体系对集聚区和集聚阴影空间结构演变过程均产生影响。地方经济发展政策循环体系是招商引资、集群培育、转型升级的引-育-转体系,以土地、财税、投融资、人力资本、资源环境等要素政策为干预工具。

Agglomeration region is a kind of economic region that is formed under the combined effect of the market mechanism and the strategy, plan and policy of local governments. In the region, various resources elements and eco- nomic activities are transferred and concentrated across regions （including urban and rural areas） in pursuit of agglomer- ation economy effect. The Local ＂ 12th Five - Year＂ Plan reflects the strong desire of local governments to accelerate the development through agglomeration region. The market mechanism, development strategy of agglomeration region, and circulation system of local economic development policy of local governments all exert effects on the process of the evolu- tion of the process for the agglomeration region and the space structure of the agglomeration shadow. The circulating sys- tem of the policy of local economic development is the attraction - cultivation - transformation system of investments at- traction, cluster cultivation, transformation and upgrading with land, taxation, investment and financing, human cap- ital, resources and environment, and other elements as intervention tools.
