新型农村社会养老保险经办机构服务能力及其影响因素的实证研究

Empirical Study on the Ability of New Type Rural Social Endowment Insurance Administrative Institution Service and its Influencing Factors

针对新农保经办机构服务能力不足、参保人群急剧扩张和经办服务需求迅速增长等现实问题,引入平衡计分卡理论对新农保经办机构服务能力进行四维分解,构建服务能力及其影响因素关系模型,分析影响机理并提出研究假设;采用分层整群随机抽样方法,通过试点区县经办人员、参保农民的问卷调查和数据收集,运用AMOS软件对结构方程模型及理论假设进行检验;研究结果表明:影响经办机构服务能力的关键因素依次为内部管理、人力资源、机构建设、财力资源和文化资源,并提出应从加强内部管理、优化人力资源、促进信息化建设、提高财力资源效率、转变服务理念等方面进一步提升新农保经办机构服务的规范化、信息化、专业化水平,以满足农民与日俱增的参保需求,促进新农保制度的可持续发展。

Aiming at actual problems that there is insufficient service ability of the new type rural social endowment in- surance administrative institution, the number of covered peasants increases sharply, and the demand for handling grows rapidly, we make a 4 - dimensional division of the service ability of the new type rural social endowment insurance ad- ministrative institution by introducing the balanced score card theory, construct the model of the relationship between service ability and its influencing factors, analyze influencing mechanisms and put forward research hypotheses. We vali- date the structure equation model and theoretical hypotheses by using the stratified cluster random sampling method and the AMOS software, and through the questionnaire investigation and data acquisition of the administrative staff and cov- ered peasants in the pilot districts and counties. The results show that the key influencing factors of the service ability are sequentially internal management, human resource, organization construction, financial resource and culture resource. Therefore, we propose that it is needed to further promote the normalization, informatization, and specialization level in the aspects like strengthening internal management, optimizing human resource, promoting information development, en- hancing the financial resource utilization efficiency and changing service idea in order to achieve the above goals and meet the increasing endowment insurance participation demand, and promote the sustainable development of the new type rural social endowment insurance system.
