摘要
改革开放以来,适应社会主义市场经济发展的要求和全球化趋势,应对社会转型出现的现实问题,我国积极推进政府改革来提高新形势下政府管理的能力和水平,行政发展取得了显著效果,政府管理的有效性显著提升。我国在推进行政改革与发展的过程中积累了丰富的经验,归结起来主要有四条:坚持中国共产党的领导,走中国特色社会主义道路;立足中国的基本国情,走渐进式的行政发展道路;围绕社会主义市场经济体制的建立和完善,抓住政府职能转变这一主要矛盾;注意借鉴和吸收国外行政改革的经验,不断进行理论创新。
Since reforming and opening-up in 1978,adapting to the development of the socialist market economy and globalization,dealing with the new problems in social transition,China actively promoted the government reform to improve public administration ability and level under the new situation.The administration development has obtained remarkable achievements,and the effectiveness of public administration has been improved significantly.In the process of administrative reform and development,we have gotten rich experiences,summed up in four： upholding the leadership of the Communist Party of China,going in the road of socialism with Chinese characteristics;on the base of China’s basic national conditions,going in the gradual road of administration development;fitting for the building and improvement of socialist market economic system,grasping the main contradiction of government functions transformation;learning the foreign administration reform experiences,continuing to carry out theoretical innovation.
