摘要
皮尔政府废除《谷物法》体现了英国现代转型的时代潮流,此时《谷物法》失去了社会多数群体的支持,能否废除的关键取决于持不同立场的议员在议会内的博弈。谷物法的产生与废除都是某种特定的历史范畴,无论在废除谷物法问题上持赞成或反对立场的议员,他们代表的只是城镇或是农村的部分群体的利益,却同时伤害了农村的利益。《谷物法》不能简单地看成为一个阶级立法,赞同《谷物法》的不仅有土地贵族,也有农场主和耕地农。
The repeal of Corn Laws by Peel government represented the trend of British mordem transformation. The key of abolishing the Corn Laws depended on the game between the members of parliament who held different positions. Both the emergence and abolishment of Corn Laws resulted from some kind of specific historical context. Whether the members of parliament supported or opposed Corn Laws, they represented merely some urban or rural portions of interest groups, but at same time harmed the interest of agriculture. Corn Laws can not be considered as legislation of class. Those who were in favour of Corn Laws included landlord, farmer and ordinary peasant.
