医保制度城乡分设使得本已松动并开始走向瓦解的城乡二元结构进一步固化,只有消除医疗保险的城乡二元结构,才能实现城乡无差别发展,促进城乡公平,实现人人公平享有基本医疗保障。当前,推进医保城乡一体化,"万事皆备,只欠东风"。这里所说的"东风",就是各地党委、政府的果断决策,以及人社部门的协调动员作用。将十八大报告提出的"整合城乡居民基本医疗保险制度"作为贯彻落实十八大精神的一项重要任务,是顺势而为和远见卓识的表现。
