完善城市饮用水安全管理体制机制的建议

Recommendations on improving management mechanism of safe drinking water provision in cities

饮用水安全直接关系人民群众的健康和生命安全,加强城市饮水安全管理十分重要。按照国务院"三定"方案,分析了有关部门的职责分工,总结了近年城市饮用水安全管理情况,剖析了目前管理中存在问题,从理顺管理体制、落实地方行政首长负责制、建立部门协调制度、完善节约用水和水价形成机制及健全流域生态补偿机制等方面提出了对策建议。

Drinking water safety closely relates to people＇s health and life security. Therefore, it is of great significance to strengthen its management. According to planning of organizations, staffs and functions defined by the State Council, division of responsibilities of relevant departments is examined. Management experiences of urban drinking water safety in cities in recent years are summarized and existed problems are found out. Recommendations are made on perfecting management system, practicing local government leader responsible system, building coordination between departments, encouraging water-conserving pricing and ecological compensation in river basin.
