FDI溢出效应、环境规制与双环节R&D创新——基于工业分行业的经验研究 被引量:12

Spillover Effects of FDI, Environmental Regulation and Bio-loop R&D Innovation: Empirical Study Based on Industry Sub-sectors

摘要 基于技术效率的视角对FDI溢出效应、环境规制与双环节R&D创新的关系进行了实证研究。研究发现:FDI与中国工业R&D转换效率呈显著"U型"曲线关系,而与R&D转化效率呈显著"倒U型"曲线关系,从而支持了FDI的"双刃剑论";FDI对工业双环节R&D创新活动的溢出效应受碳排放强度、R&D强度的影响,且表现出较大的差异;环境规制对双环节R&D创新活动有显著的正效应,"波特假说"成立,预示着我国环境规制政策与工业技术创新实现了"双赢"。据此提出,应注重FDI利用的阶段化差异,有效选择与合理引导FDI进入,加强政府环境规制,如采用环境税、排放权交易、绿色消费等环境规制手段的政策建议。 Based on technical efficiency, take empirical research on the relationship among FDI spillover effects, environment regulation and bio-loop R&D innovation. It finds that there is U-shaped relationship between FDI and Chinese industry R&D conversion efficiency, while the relationship between FDI and R&D transformation effi- ciency shows the inverted U-shaped, which fully supports the FDI 'double-edged sword'. And FDI does affect the spillover effects of industrial bio-loop R&D Innovation from carbon mild and the R&D intensity, while the big dif- ference exists. The environmental regulation has a significant positive effect on double R&D innovation activity, and Potter hypothesis works here, which shows that a 'win-win' situation will present upon the environmental regu- lation policy and the industrial technical innovation. Therefore, the paper proposes that much attention should be attached on phase difference of FDI usage. And the guidance of FDI entry should be efficient and reasonable. Be- sides, the government environmental regulation should be strengthened by using such instruments as environmental tax, emission trading, green consumption and so on
