独立学院的产权结构决定了其性质为面向市场的民办教育,目前,它靠依附母体公办高校与独立民办高校展开生源争夺,违反了市场竞争规则和中国高等教育多元化、分层化的发展战略。因此,要实现独立学院的转型与发展,必须加大转型步伐,解决公益性与营利性的矛盾关系,明确自身的角色定位,逐步走向独立,成为真正的民办高校。

The ownership structure decides the affiliated independent colleges＇ nature is market-oriented private education. Nowadays,these colleges still scramble for students with independent private universities by depending on their original public universities.This is against the competition rules as well as the diversified and hierarchical development strategy of China＇s higher education.Therefore,in order to realize their transformation and development,it is essential to transform quickly,solve the contradiction between public benefit and profit,define their own role,move toward independence and become real private colleges or universities.
