社会建设是社会和谐稳定的重要保证,其公共性所体现的公平正义是社会建设的内在本质。在社会建设中建立权利公平、机会公平、规则公平的社会公平保障体系,不仅能够逐步提升整个社会的公平正义水平,而且能够实现全体社会成员平等参与、平等发展的权利。促进公平正义是我国社会建设的紧迫任务,在为全体社会成员提供基本生活保障的同时,应以补偿性公正原则妥善解决弱势群体在生存与发展中遇到的困难。社会管理创新是实现社会建设公平正义的制度保障,应以人性化和柔性化的姿态,牢固树立以人为本的价值理念,围绕保障和改善民生这个中心环节开展社会管理创新工作。

Social construction is the important guarantee for social harmony and stability, which publicity presents the equality and justice that is the inner essence of social construction. The establishment of social equality security system with equal right, equal opportunity and equal rules in the social construction process not only improves the equality and justice level of the whole society but also fulfills the overall social members＇ equal participation and development. The promotion of equality and justice is an urgent mission of China＇s social construction,it is needed to provide the basic living security for the whole social members as well as the compensatory justice principle for solving the difficulties of the disadvantaged group of their living and development. The social management innovation is the system guarantee for fulfilling equality and justice of social construction that bases on the people-oriented value and focuses on ensuring and improving people＇s livelihood.
