非常规突发事件应急预案本体模型构建思路

Research on Constructing the Ontology Model of Unconventional Emergency Plan

凡事"预则立,不预则废"。有效地建立和完善预案体系,不仅能够形成突发事件出现时的快速反应机制,而且亦可在一定程度上提高突发事件紧急状态下的决策合理性。本文深入分析了非常规突发事件应急预案管理存在的问题,并基于本体模型,尝试从预案涉及概念及概念之间的关系着手,建立非常规突发事件应急预案的本体化框架,为后续深入研究打下基础。

Effectively build and perfect plan system, can not only form the unexpected events occur when the rapid reaction mechanism, but also to some extent to improve the emergency state decision rationality. This article analyzes the unconventional emergency plans management problems, and based on the ontology model, the attempt from the plan to the relation of concepts to begin, build unconventional emergency plans ontology framework, and presents the plan ontology model of the upper frame.
