招标是组织实施项目建设最有效的方法,是规范项目建设最重要的法律依据,是确保工程质量的重要前提。因此,招标文件编制的好坏与否直接影响着招标工作的顺利进行,关系着工程建设期间质量等根本性问题能否得到保障。本文从工作实际出发,分析了招标文件的编制方法、原则及编制过程常见问题,并提出一些解决方法。

Therefore, the quality of tender documents preparation directly affects the smooth progress of the tender work and is related to guaranteeing the quality and other fundamental issues of the project during the construction. From the reality, the common problems of the method, principles and process of preparation of tender documents are analyzed and some solutions are proposed.
