Environmental Problems and the Innovation of Social Management System: Based on the Environmental Political Perspective

人类物质文明持续高速增长引发了日益严重的生态环境问题。环境问题的凸显造成了严重的社会与政治后果,威胁到社会个体和国家的整体安全,使政府的合法性认同出现危机,导致政治冲突和群体性环境事件发生。创新社会管理体制是化解环境危机的有效举措。其主要途径是确立"绿色GDP"发展模式,积极完善以生态效益为主要指标的目标考核制度,严格环境执法和应急管理工作。

Sustained rapid growth of human material leads to increasingly serious environmental problems. Environmental problems highlights cause serious social and political consequences. Environmental problems threaten the overall safety of individuals in society and the state, lead to a legitimacy crisis of the government, and lead to political conflict and mass environmental incident. Innovation of social management system is an effective measure to resolve the environmental crisis. The main way is to establish a development model of ＂green GDP＂, to actively improve target assessment system which is the eco-efficiency as the main indicator, to be strict with environmental law enforcement and emergency management.
