This paper analyzes the key elements of low carbon economy from the dimension of targets, costs and routes and points out the low carbon economy is a new approach to manage the ecosystem as well as a new origin of globalization process. This paper answers a series of key concepts including how 2 degrees targets formed, discounted costs and action costs, controlled development models and unveiled some important problems.
